Owen Harper is one of the heads in a jar featured in the episode "All The Presidents' Heads." Harper was a character in the Doctor Who spin-off series Torchwood. In the series, Harper was a member of the Torchwood Institute who is killed during mission, but brought back to life and spends the rest of his existence in a sort of half-life/half-death state until he is finally destroyed at the conclusion of the show's second season.
He was portrayed in Torchwood by Burn Gorman but in Futurama he is unvoiced.
